Looks a little soft to me, or maybe a shallow DoF?

The part reflection works well, the processing suits the dirty boat with the torn flags with the stormy sky behind.

Mike,
Looking at those flags on the nearest boat it was pretty windy....probable some camera shake crept in coupled with the cold (Presuming it was cold)
